Follow a newly inserted article
An inserted article, a 1 bis for instance, has its own number and its own bell: switch it on as soon as it appears in the text.
An article created during examination is a new object. Here is the reflex that goes with it.
In detail
When the committee creates an inserted article, numbered 1 bis, 1 ter and so on, that article has its own existence in our data, with its number and its bell. Following article 1 covers article 1; following the 1 bis is switched on from the 1 bis.
And that is often where it plays out: an inserted article is frequently the vehicle for a provision that was not in the original text, which is precisely what you want to see coming.
The reflex
After each committee stage on a sensitive file, reopen the text and look at the new articles. Click the bell on those that carry your subject. It is a quick move, and it is the one that locks down your coverage of the text.
