Why both exist
The official report is the source to cite, but it may be published later. The automatic transcript is designed to be available during or shortly after the debate. The working rule is simple: use the transcript to react and the official report to quote.
How the transcript is produced
The transcription relies on a dedicated vocabulary: the names of the députés or sénateurs and those of government members. That is what allows a proper noun to be written correctly, where a generic transcription distorts it. Dixit then attributes interventions to their speaker when the speaker is identified with certainty, which makes the text usable and search by person possible.
