Spot what is being negotiated in the Council
The Council space shows the preparatory bodies, the agenda of their meetings, their minutes, their documents and their communications.
The most opaque part of the process, and what Dixit shows of it.
In detail
The Council negotiates in its working parties and in Coreper, well before the ministerial meetings the press writes about. Dixit exposes the documents, the meetings and the minutes of these preparatory bodies.
What you can do with it
Seeing a file move from a working party to Coreper tells you that the technical negotiation is over and that political arbitration is starting. It is a change in kind, it calls for a change of interlocutor, and no press release announces it.
