Identify who really drives an EU file
On the procedure page, Rapporteurs tab: the rapporteur, and above all each political group’s shadow rapporteur.
In the European Parliament, the name that counts is almost never the rapporteur’s alone.
In detail
The rapporteur carries the file on behalf of the committee responsible. Each political group appoints a shadow rapporteur opposite them, who follows the file for their group. They are the ones who actually negotiate the compromise, and they are often your best interlocutors: less in demand than the rapporteur, just as well informed.
These roles are read on the procedure page, group by group: start from there rather than from the MEPs’ profiles.
The method
- Open the procedure, note the rapporteur and each group’s shadow rapporteur.
- Open their profiles, filter on your topic.
- Look at the balance of power in amendments in the stage’s Strategy tab, with the Pro plan.
