Why the sitting decides
An EU meeting often mixes several languages. The summary is written in a language set by the institution, rather than guessed from a transcript that contains several. You always know which language you will read it in.
And the transcript?
The transcript stays in the language spoken. An EU meeting can move from one language to another, and the transcript follows those changes. In the Parliament and the Council, an English translation of the interventions may also be offered when it is available in Dixit.
